Publication on Hospital Evacuation during the flood events 2021

The Disaster Research Unit (DRU) of the Freie Universität Berlin published a Working Paper on the evacuation of the Eschweiler hospital (North Rhine-Westphalia) during the flood events in July 2021 as part of the research project RESIK. The new working paper deals with the evacuation of the St.-Antonius-Hospital in Eschweiler using the AVDASA analysis model developed by the DRU. Based on a comprehensive media analysis and eight interviews with experts, the course of the evacuation was reconstituted. With the help of the AVDASA phase model, it was possible to analyze the challenges resulting from the fact that actors work with varying situational images. The actions taken and decisions made on the basis of subjective and situational perception, as well as the resulting inconsistencies and challenges, were the central focus of the study. Lessons to learn were derived from these and summaries were prepared in the respective chapters for better readability.
